In order for someone to be eligible for the HPRP Program they must meet all five of the qualifiers. The qualifiers are as follows:
1. The person must be homeless now or must be becoming homeless within the next seven days, if it were not for this assistance. This must be verifiable by a third party.
2. The person must make less than 50 percent of the median income. The median income varies by how many people the person is supporting.
1 person- $19,450
2 people- $22,200
3 people- $25,000
4 people- $27,750
But remember you must have "some" income, the program is for those with "moderate barriers". You must pay all utilities, they cannot be included in your rent.
3. The person must have exhausted all other resources. This will be verified through the Trustees.
4. The person will need to be able to sustain housing after the assistance is given.
5. The person must be willing to work with job readiness programs, and other mainstream services, in order to become fully employed.
